Statements 1, 2 and 4 cannot start the passage due to "here", "soon" and "moreover", respectively. All these indicate there is an earlier mention of something. Hence, statement 3 becomes the obvious choice of our opening statement. Statement 3 talks positively about Kashmir, hence the "moreover" followed by negative connotations cannot be the ideal follow-up to it. Between statements 1 and 2, statement 2 fits in right, and statement 1 adds more to the "lack of facilities" mentioned in statement 2. Statement 4 is an additional layer of problem, other than the already existing problems discussed in statements 2 and 1.
Hence, the right order is 3214.
